Keeping the bed weed free will be easy - just pull the existing weeds and lay weed barrier landscape fabric over the entire bed. You can cut holes or slits for planting and when you've finished planting you can spread bark, compost or landscape stones over the top the the weed barrier.

Hinoki Cypress is an evergreen miniature shrub. The tiny Hinoki is one of the smaller members of the Cypress family. This shrub will grow three to four feet high and two to three feet wide. The softness of the needle like leaves gives it a great plant to showcase around the pool.

Gardenia jasminoides 'Radicans', dwarf Buford holly, azalea and PINUS strobus 'Nana' (Dwarf White Pine) are other suggestions.

Best wishes with your garden~
