THE STEMS SLUMP OVER WHEN BLOOMING LIKE THEY ARE NOT STRONG ENOUGH TO HOLD THE BUDS.

What you describe is often called "weak neck" and is the inability of the stem to support the flower in an upright position. If this is not an inherent characteristic of the particular variety you're growing, the addition of Phosphorus to the soil can aid in strengthening the stems. Also make certain that the roses are receiving sufficient sunlight as shade can also cause weak stems. Best wishes with your rose garden!
