Tulips will fail to bloom if they are overcrowded and competing for moisture and nutrients, if they are not getting adequate sunshine, or if the leaves are removed prematurely - before they have a chance to manufacture and transport carbohydrates back to the bulb. I'd try again, using fresh bulbs and spacing them about two inches apart in a deep (at least 8 inches deep) container. Hope they bloom right on schedule for you!
