Eugenia tree was replanted due to storm. Once replanted it dried up. It seems that bark is still green. Should I remove all dried leaves and small branches or I leave it alone. any advise on how to take care of it.

You may not see any new growth until springtime so I'd just leave the Eugenia alone for now. It suffered some shock, I'm sure, and will need to re-establish its root system before putting out new growth. Since this is not the time of year to expect new growth, you'll need to be patient with your plant. With any luck you'll see new growth in the spring and you can prune away anything obviously dead at that time. Good luck with your plant!
