|I'm guessing that there's a population of beetles or ground nesting bees living in the soil at the base of your fox fern. You won't know until you dig around the area or dig the plant up. I don't think the insects are harming the plant but on the other hand they may be feeding on the roots. I think it's worth your while to do some digging so you can solve this mystery.
