Three questions;
1) Are Dwarf Burning Bush evergreen or not?
2) Are Mona Lavender perennial shrubs so they will come back next year?
3) Can I still plant Blue Star Juniper evergreen shrubs since it is getting colder now?
I live in Pittsburgh, PA would really appreciate your expertise. Thanks.

Dwarf burning bush is evergreen so it should retain its leaves all winter long; Mona Lavender is a perennial and as long as the soil has excellent drainage the roots will remain alive during the winter months. You can plant a juniper at this time of year. It won't grow during the winter months but you should see new growth in the spring. After planting be sure to water it once a week until the ground is frozen. Best wishes with your landscape.
