My habiscus blooms are smaller than usual and seem slightly deformed. I have fertilized and watered regularly but no improvement as yet

You can use a bloom booster type fertilizer to help improve the size and number of blooms. If the flowers are deformed, you might want to carefully check your plant for insects. Aphids can cause deformed flowers as they feed on the stems and flower buds. Best wishes with your hibiscus.
