Should dog waste be used in the vegetable garden as fertilizer?

I'd avoid using dog waste in a vegetable garden. It can contain pathogens and round worms (or their eggs), which can infect humans. Instead of using it in a garden, I'd bury it in the ground. It will decompose over a few months.
