theinstructions for a fish-based plant fertilizer indicates that you shouldn't feed/fertilize houseplants in winter months, i.e., or the non-growing season. Is this true?

It is true - to some extent. Plants slow their growth during the shorter days of winter, even when they are indoors in reasonably warm temperatures. I tend to feed my houseplants all year around but use a half strength dilution from fall until spring, and only feed every 4-5 weeks. This schedule should work for you, as well.
