I was told that once the lily bulblets were about the size of a pea and they had their own roots, the scales would disintegrate and I could put them in the refrigerator for a cooling period. The size and roots are there but the scales have not disintegrated. Do I still put them in the refrigerator? Do I detach them from the scales or leave them on?

You can go ahead a refrigerate them now. Don't remove the scales (unless they pull off easily) because they are still providing nutrients to the bulbils and will continue to do so until they dry up on their own. If you forcefully remove them you can accidentally damage the bulbils. Just leave them attached - they will fall off on their own.
