will they not flower from
too much water 3 x week from a sprinkler???

If your oleanders are getting too much water the leaves will turn yellow. Flowering has more to do with plant maturity than anything else. If you've recently planted your oleanders they may take several months to establish their root systems before they become strong enough and mature enough to flower. When they're ready, they'll flower for you.
