I have been considering screening in my porch to eliminate spring and summer bugs of Alabama. Is that usually climate controlled, and reasonably priced?

Screening a porch will help keep out insects (although some might enter each time an outside door is opened) but screening won't do much in terms of climate control. For that you'd need to actually enclose the porch with solid walls and install windows you can open and close. Additional air conditioning or fans will probably be required to make an enclosed porch a comfortable place to sit in the hot summer months.
