Tuberous Begonias - Knowledgebase Question

I start my Begonia bulbs indoors in March. When potting them, they are covered with about 2" of soil mix. This does not add much support to the stems. When transplanting them in the spring is it possible to plant below the original 2" thus giving more support to the plant?

To be honest, I suspect the stems are weakened by pushing their way up through so much soil. Generally, the tubers are started with their tops level with the soil surface rather than buried under the soil. Too, these plants tend to be a bit floppy naturally.
