My pant used to flower just sitting on a north window sill. I moved and have east light. I put in the dark at night and have lots of small buds, but they do not develop. They are still small after a long time.

Christmas cactus responds to daylength - or rather the number of hours of darkness it receives. I suspect that the east window provides more daylight than where you originally had it. Even though you put it in the dark at night, it may not be receiving 12 hours of darkness in each 24 hour period, which can retard the flowering. Since it has flower buds, it's just about ready to bloom so patience is about all you need. Those buds will open - eventually.
