are you suppose to prune them back for the winter

Mexican petunia, or Ruellia brittoniana, can be pruned back in the early spring. That's when new growth will appear. For now, I'd just leave the plant alone. The stems and foliage that is currently on the plant will help insulate the roots from cold temperatures. When spring arrives you can prune your Ruellia back.
