My bulbs are sprouting and grape hyacinths are growing. It is below freezing at night. The mulch around them is frozen. What should I do? I was advised to cut the green on the grape hyacinths. The bulbs are up about 3/4 inch.

I wouldn't cut the foliage off the plants. If you do, they may not resprout. I know it looks odd for bulbs to sprout foliage when there's snow on the ground but they are prompted to grow when the weather suits them and will stop growing when it gets too cold. They will simply sit and wait patiently for better weather before resuming their growth. I'd just leave them alone and let them fend for themselves. I think you'll find they will be just fine.
