i live in morgan hill,ca.;zone 8b. i would like to find trees/scrubs that are evergreen (perenial), with color,at least 6'to 8' tall, not too wide as the planting area is 3'wide; takes sun; low maintenance (no trimming), that will be drought resistant once established, pest free

Whew! What a wish list! I'd plant arborvatae such as Thuja Green Giant. You can choose pyramidal, tall and narrow, or even globe shaped cultivars. They don't need trimming, are evergreen which makes them perfect for wind blocks or privacy screening, and while they're not touted as drought tolerant, a single deep weekly soaking should keep them happy.
