what compost would you recommend I buy at home depot to make my compost tea? I was told manure base compost would be best for my vegetable garden.

A manure based compost will provide you with a nutrient rich fertilizer. The manure is placed in a burlap sack and suspended in a barrel of water for 7 to 14 days. The primary benefit of the tea will be a supply of soluble nutrients, which can be used as a liquid fertilizer.
