If you can snip a stem along with a flower and take it into your local garden center, I'll bet the staff can help you identify the plant you love. Failing that, Spanish Broom is a good choice. It develops fragrant flowers, is drought tolerant, loves lots of sunshine and requires very little in the way of maintenance. Perhaps this is the plant for you!
