I know it's not yet time to address what to do with those plants hit by the freezes in the Tampa area. However, when it's time, is it best to cut back all the way or just do some pruning on the these three plants: blue daze, hibiscus plant/tree, and golden mounds?

You're right, it's too early in the season to do any pruning - it's possible there's another freeze on the way. I'd wait until new growth begins before doing any pruning. Once you see leaf buds begin to swell on the plants you can safely prune them back. Prune them to just above the new growth. Anything that is not showing signs of life is dead and can be removed without harming your plants. Good luck with your landscape!
