Scale insects are difficult to control. Sometimes you can simply peel them off with your fingernail or dab them with a cotton swab dipped in rubbing alcohol. Or, you can use a systemic such as Bayer Advanced Garden Tree & Shrub Insect Control. This is a soil drench and it can take some time for the product to work its way into the tissues of the plant. Once it does, and the scales feed on the fluids within the tissues of the plant, the scales will die. Just be patient with systemics and they'll eventually control the pests.
