Small black spots on citrus leaves can be a fungal disease. Copper based fungicides, applied according to label directions can control the disease. A more common problem with citrus is powdery mildew which is a black coating on the leaves and is the result of insect feeding. If the black substance can be scraped off the surface of the leaf, the problem is sooty mold. Scale insects can infest a tree and when they feed they exude a sticky substance called honeydew. When the residue ages it turns black and is called sooty mold. To control this problem, you'll need to control the scale insects. The sooty mold will weather away.
