Cold weather and overly wet matter in the bin can slow or stop the decomposition process. Start by turning the compost to incorporate air and either adding a shovelful of garden soil, which contains lots of hungry microbes, or a handful of nitrogen fertilizer to the compost. Turn the compost on a regular basis, moving the warm material in the center to the edges and the cold material at the edges into the center. Your compost will be cooking in no time at all.
