I live in DC, and the weather is warming. I have a tree and shrub that are on year 2, and their buds are starting to expand and turn green. Should I begin watering now or wait? I should also note, that one of the shrubs is a hydrangea in a large pot in a sunnier location - should that get water earlier?

You're right on both accounts - when you see new growth, your trees, shrubs and hydrangeas are active and need to be watered regularly. Go ahead and water. Start with one deep soaking per week and increase as necessary when the weather warms. Enjoy your garden.
