should I be cutting back the plant at a certain time every year?

You can cut off the spent flowers all season long and when the flower stalks stop producing flowers you can cut the stalks down to the base of the plant. If the foliage does not die down on its own in the wintertime you can prune all the foliage down to just above ground level in December or January. New growth will begin in March and will cover the stubs of the old leaves.
