|Yelow Bells, Brazillian Sky Flowers--do not seem to have survived frost; how can I tell if they are alive

|I'd give them another 3 weeks before giving up on them. By then the weather will have warmed enough that new growth should start to show up. My yellow bells are right now showing signs of life at the base so I know the roots survived - but the tops are bare so I expect they suffered the most damage. Waiting a few more weeks will give the stems a chance to develop leaves. If I see no new growth on the stems, I'll cut the plants back to almost ground level. You can do the same with your yellow bells and Brazilian Sky Flowers.
