My new garden soil is very acidic PH4.0 I usually add compost and manure should I still do that before I plant my veggies?

Vegetables thrive best in a slightly acidic soil, with a pH between 5.8 and 6.3 but yours is extremely acidic so I'd recommend adding compost and/or manure as usual, and digging in some dolomitic lime, as well. It will take the lime several months to mellow the soil but it should help raise the pH. Test the soil again at the end of the growing season. If it is still really low, add lime again in the fall. By next spring you should see an improvement in the pH.
