You can use a vegetation killer such as Round Up to take care of the existing lawn and any weeds it contains. Read the label for the waiting period before proceding with your seeding (usually 10-14 days). Round Up will travel down to the roots and kill them but it won't travel in the soil. It will degrade in a matter of days and after the waiting period (as listed on the label) you can safely seed your new lawn.
