my back yard is mostly cement we want to build a raised garden box will it work over cement?

There should be no problem installing a raised garden box over cement as long as you incorporate some means of drainage. Whether you build your raised beds out of lumber or out of contrete blocks, providing good drainage can be something as simple as boring half-inch or one-inch holes in the sides of the planter close to the bottom or spacing your concrete blocks a quarter inch apart.
