Is it possible that your tree was exposed to frosty weather? If so, that would explain why the ends of the branches are dry and there are no flowers. If you did not get frost over the winter months, dry branches can indicate a need for more water. Since you see no flowers, I'd suggest pruning the tree back to encourage healthy new growth - and possibly flowers later in the month. Be sure to deeply irrigate your orange tree at least once a week when there is no rainfall. I hope your tree recovers!
