If I buy a small garden box for an above ground garden, how high a fence would I ahve to put around the box to keep out rabbits--no deer in my area.

Rabbits won't usually bother anything that's 24 inches or above. If your box is 24 inches high, you won't need to add a fence. If it isn't that tall, add a fence so that the barrier is 24" above ground level. Best wishes with your new planter box.
