Fall is the usual transplanting time for peonies but if they are in the ground at your sister's house and have not yet started to grow this spring, you can dig and transplant them now. If you move them now, don't expect them to bloom for you this year but do expect healthy new growth. If you wait until fall to move them, they should bloom right on time the following spring.
