i have a river birch tree that has redsugery substance on the leaves,what is it?

It's difficult to diagnose a problem without actually seeing the damage but what you describe sounds like sap which is most likely caused by insect feeding. The best approach is to carefully inspect the tree for insect pests such as aphids, borers, miners, etc. If you can't find anything that might be causing the problem on your birch your next best step is to take a sample of the affected leaves to your local Master Gardener clinic or your Cooperative Extension office for positive diagnosis and control measures.
