Could you please advise what is a safe time to put my vegetable plants out in central Illinois?

The average last frost date in central Illinois is about the middle of April. I'd wait an additional two weeks before planting veggies, just to make sure the ground has had a chance to warm up. You can fudge a little bit by planting the second week of April and then using a floating row cover (such as Remay) over your garden to help protect your new plants from a late frost.
