grass in yard does not grow put fertilizer and lime and grass seed.dog does not urineate any longer on it for months but grass still does not grow. there are some spot grass is growing but alot of bald spots.,....help

Dog urine contains concentrations of salts, so it has probably thrown the soil pH off a little. I suggest digging the soil out of the bare areas and replacing it with fresh soil from a different part of your yard. You can then spread about an inch of compost over the new soil and dig it into the soil. The compost contains soil organisms that can help balance to the soil biology and chemistry. Rake each area level and overseed. The new grass should sprout and grow quickly now that spring weather is on the horzon. Best wishes with your repair job!
