Russian Olive, or Elaeagnus angustifolia, is a tough plant that takes a lot of punishment. As a result, it's difficult to eradicate. You can cut it down to ground level and expect the roots to send sprouts out of the ground to compensate for the missing trunk. If you keep the sprouts cut down as soon as they appear, before they can develop leaves that will provide nutrients to the roots, the roots will eventually run out of energy and stop producing shoots. It just takes some patience and a sharp pair of pruners!
