Is Pine Straw a satisfactory mulch for tomatoes?

You bet. I've mulched with pine straw for years. I like to lay 4 sheets of newsprint down first and wet it to hold it in place. Then cover with a few inches of pine straw to hide the papers. This improves the weed-blocking ability of the mulch. By the end of the tomato season, the paper will be mostly decomposed and can be mixed into the soil if you wish.
