I am trying flowering kale in Wisconsin. I do not want to start them indoors like the package says, do I have to in order to have success. If I can plant the seeds, when do I plant them?

You can start ornamental kale seeds directly in the garden, 6 - 8 weeks before your predicted first frost of the season. (In your gardening region, first frost is about mid-September.) This will allow the plants to grow in the cool autumn and early winter months, and produce the striking colors that make them so attractive.
