Plumeria may be propagated by cuttings. For best results, take 12 - 18 inch long cuttings anytime from winter through summer and allow them to set in an indoor location for at least a couple of weeks to heal over. Plant the cuttings in May through July when the weather has warmed up. Dip the base end in a rooting hormone and set it into a well-drained potting mix. Keep the soil moist but not soggy.
