The best way is to have the owners curb their dogs or keep them at home. The next best way is to fence them out. Another alternative to try would be the animal repellent sprays, either home-made or commercially produced such as "Get Away! Animal Repellent" for deer, rabbits, squirrels, cats and dogs. (Burpee 800-888-1447 carries it.) Good luck with your shrubs!
