Can commercial composted steer manure (includes sawdust in unknown amounts) be used as a mulch to cover palm & fruit tree wells a few inches thick? Soil is heavy clay.

Composted steer manure should be free of weed seeds and will make an excellent topdressing or mulch over the roots of your palms and fruit trees.
