Hybrid Tea Roses are generally hardy to -10 to -20F, but will need some protection in the form of mulch during the winter season in your area. Here's a list of some of the hardiest roses that should thrive in your gardening region:
Shrub Roses:
'Applejack' rose spotted with crimson
'Carefree Beauty' pink
'Champlain' dark red
'Eutin' red
'Golden Wings' yellow
'Morden Amorette' pink
'Prairie Dawn' pink
Tea Roses:
'American Spirit' red
'Chicago Peace' pink and yellow
'Chrysler Imperial' red
'Dainty Bess' pink
'Double Delight' white and red
'Fragrant Cloud' coral-orange
'Garden Party' white
'Midas Touch' yellow
'Mr. Lincoln' red
'Peace' yellow and pink
'Swarthmore' red
'Tropicana' coral-orange

Hope these suggestions inspire you to plant an entire rose bed!
