A neighbor told me that you cannot mix different colors of tall phlox as they will eventually all become the same color. Is this true?

Well, it's not exactly true, but beds of phlox that have been allowed to go to seed will produce plants with colors different than the parent plants. To avoid this, cut the spent flower stalks down before they have a chance to develop seed. Deadheading will keep the plants looking attractive and will help improve air circulation in addition to keeping the plants from self-sowing and producing off-colors.
