I planted 3 Rose of Sharon shrubs on Mother's Day 1998. Two of them bloomed that summer and this summer but the 3rd one has never bloomed. It gets numerous buds on it and they appear to be just about to bloom but they turn yellow and drop off, sometimes they start off as yellow buds. What can it's problem be?

Shrub Althaea (Rose of Sharon) is subject to a disease called bud blight, caused by Botrytis. It's possible that your plant has this problem but it's impossible to tell without seeing it. You might want to take a sample of the problem to your local Extension office for positive ID and registered controls in your gardening region. Contact Kansas State University Cooperative Extension, 9400 State, Kansas City, 66112. (Phone 913-299-9300).
