Is it a good idea to rototill your garden after the season before winter? Also is there any type of ferlitzer that should be added when you rototill before winter?

The answer to your questions depends on why you are rototilling. If you are trying to work in a large amount of organic matter or other long lasting soil amendments, then yes this is a good time. It will also save you time and perhaps allow you to plant earlier next spring. On the other hand, if you are simply hoping to prepare a seedbed, you would be better off waiting until spring because the winter heaving and thawing will undo your work. This is a great time to run the basic soil tests and find out which amendments (if any) you need to add in any case. Your County Extension (736-3394) should be able to help you with the tests and interpreting the results.
