I'm a first time gardener and my annuals are dying off. Do I cut them down or pull them out completly roots included?

Your annuals have lived their lives and should be removed from the garden, roots and all. If the flowers produced seeds, the seeds may sprout next spring and provide you with a bonus season of annual plants!
