You can plant or transplant perennials like pampas grass in the autumn or in the spring. In fact, you can transplant whenever the ground isn't frozen. I'd avoid the hottest months of summer, just because the stress of transplanting plus putting up with hot weather can really do a plant in. I prefer to transplant in the fall months, when natural rainfall helps new plants become established. By springtime the roots are all adjusted and the plants can put on their regular flush of new growth.
