I planted a new stargazer lily in the fall of '98. The
location was not sunny enough for the plant to produce
flowers. It is still green now. When can it be trans-
planted?

Transplant when dormant at the end of winter/beginning of spring. November is a bit late since it wouldn't have time to establish roots before frost hits. Mix a phosphorous source, such as bone meal, into the planting hole when you move it. That will help promote bloom. Good luck!
