I live in N.Y.C., in an apartment with a roof deck. I do not have a basement where I can keep bulbs until the spring. What should I do so with tulip and hyacinth bulbs so they will bloom in spring?

You need to find a location where they will be kept cold but not frozen. Some people use a spare refrigerator (The household fridge is usually not good due to storage of items such as apples which give off gas harmful to the flower buds; the pots of bulbs and soil also take up a lot of room!) or an unheated garage, some are able to make do with a styrofoam picnic cooler packed with leaves or other insulating material and left outdoors. You might want to experiment and see if that will work on your roof deck. You might also ask if any of your friends have a yard where the pots could be buried up to their rims in the ground for the cooling period.
