|It sounds like there are fungus gnats living and breeding in the moisture of the soil. Fungus gnats require moisture and they feed on decaying organic matter. You can deter the critters by placing a barrier between them and the soil surface. Try small pebbles or aquarium gravel on the soil surface. The gnats will leave when they no longer have moist, rich feeding and breeding places.
